What we do
Strategy & Advisory
NoviThea works on the decision itself: what the evidence supports, what the institutions will bear, what the incentives will do to it, and what has to be true for the choice to survive implementation.
Decisions rarely stall for want of information
They stall when the evidence, the interests, the institutions and the practical constraints point in different directions and nobody has said so out loud. This work puts those tensions on the table and settles what happens next.
- What should we do, why, and what would have to be true for it to work?
- Which assumptions and trade-offs should be made explicit?
- Where do policy, governance or implementation arrangements create friction?
- How might a decision hold up under different futures?
Ways of working within this
Strategy development
Organisational, programme, policy or thematic strategy; strategic priorities; theories of change; and practical pathways for implementation.
Evidence-to-decision support
Translating evidence into decision options, identifying assumptions, clarifying trade-offs and naming important gaps or uncertainty.
Policy and institutional analysis
Examining policy environments, institutional roles, governance arrangements, coordination challenges and constraints on implementation.
Systems thinking
Looking at relationships between actors, structures, incentives and outcomes; mapping a system when that helps reveal leverage points or unintended effects.
Foresight and preparedness
Working with emerging trends, scenarios and uncertainty to test strategic choices and improve preparedness for change.
Programme and initiative design
Moving from an idea or evidence base toward a coherent intervention, with attention to sequencing, learning and implementation logic.
Strategic learning and adaptation
Helping programmes use evidence as conditions change, including what needs protecting, what needs changing, what needs testing and what needs stopping.
Direction without false certainty
We put evidence, systems analysis and foresight to work on the same decision. The output is a direction someone can act on, not a plan that reads well and cannot be implemented.
Who this is for
Governments, public institutions, funders, international organisations, NGOs, businesses and partnerships facing a public, social, environmental or technological decision with real consequences.
Deciding without waiting for certainty that is not coming
Strategy does not remove uncertainty; it decides which uncertainties are worth carrying. Some choices can be made now, some should be held open, and some are cheap to reverse and therefore not worth arguing about. Telling those apart is most of the work.
- Evidence considered alongside incentives, institutional roles and the practical realities of implementation.
- Trade-offs made visible, including which outcomes are being prioritised and who carries the consequences of the decision.
- Scenarios used to test assumptions when the future is genuinely unsettled rather than treated as a forecast to be defended.
- A clear path from strategic intent to the choices, relationships and learning needed to put it into practice.
Discuss a strategic challenge
Bring the decision, the constraints around it and the questions still unresolved.
